They do not wait until they are unhappy or until something is advertised. They have the conversation early, while they are still doing well, so that when the right role comes up they already know whether it is right for them.
The risk is not moving. It is moving badly.
Most bad moves are made in a hurry, after a bad month, from whatever is advertised that week. By then the good roles have gone to the people who were already in the conversation. The cost does not show for a year or two. Then it shows on every career move after.
